Tale of Two Richards: The prizewinner and the man behind the prize Richard Maltby is a busy practising surveyor and over a five year period worked with The Survey Association (TSA) to design a comprehensive course to provide structured training for technicians employed in the various fields comprising geospatial engineering. This course has generated much interest and has already been awarded the Institution's course accreditation. Applications have also been submitted for the NVQ Level 3 standard and other professional institution accreditation. The Richard Carter Prize is named after one of the Institution's former Education, Training and Membership Committee member's who died as a result of a car accident whilst working overseas. In his will, he left a bequest to the Institution from which the Richard Carter Prize is delivered in his memory. Richard Carter was responsible for the design and accreditation of a number of the Institution's courses and because of his great interest in the education of surveyors, it was felt fitting by the judging panel to award Richard Maltby with this Prize in recognition of his outstanding contribution to the education and training of geospatial engineering technicians. The presentation took place in front of over 170 members and guests at the Institution's dinner in the prestigious Members Room of the House of Commons on Friday 13 September 2002. Attending the dinner was representatives from many national civil engineering contractors, consultants and fellow professionals, including Fitzpatrick Contractors Ltd, Morrison Construction Ltd, Topcon (GB) Ltd, Leica Geosystems Ltd, Bachy Soletanche and Alfred McAlpine Utility Services Ltd. The distinguished after-dinner speakers were Douglas Oakervee, Vice President of the Institution of Civil Engineers (ICE), together with the entertaining Broadcaster and Musician, Campbell Burnap. The Sponsoring Member of Parliament for the hosting of the dinner at the House of Commons was Mrs Claire Curtis-Thomas.
