Formulation of a cost estimate through the submission of a tender document to a client, including co-ordination with planning, procurement, surveying and management.

The above definition is based upon those contained in The Establishment of the Profile and Definition of the Geodetic Surveying Profession to meet the requirements of the General Public and the Commission of the European Union published by the Comite de Liaison des Geometres-Experts Europeens in May 1996.
